BE IT REMEMBERED That the Commissioners’ Court of Comanche County, Texas met in a Regular Meeting on the 26th day of December, 2018 with the following members present: Judge James R. Arthur, Presiding; Gary “Corky” Underwood, Commissioner Precinct #1; Russell Gillette, Commissioner Precinct #2; Sherman Sides, Commissioner Precinct #3; and Jimmy Dale Johnson, Commissioner Precinct #4.

Judge Arthur opened the meeting and gave the invocation.

Commissioner Sides made the motion to approve the Minutes of the December 10, 2018 Commissioner Court Regular Meeting as presented. Commissioner Gillette seconds the motion. All approved. Motion carried.

Commissioner Underwood made the motion to approve the Minutes from the December 13, 2018 Special meeting to approve payroll. Commissioner Johnson made the second to the motion. All approved. Motion carried.

Commissioners Underwood and Johnson made the motion and second to approve one amendment to the county budget. All approved. Motion carried.

Commissioners Gillette and Sides made the motion and second to approve the audit of accounts due and owing and approve payment thereof in the amount of $341,000.49. All approved. Motion carried.

Commissioner Sides made the motion to approve the deputation of Russell Schrader, Deputy Sheriff. Commissioner Underwood seconds the motion. All approved. Motion carried.

Commissioner Underwood and Sides made the motion and second to approve the purchase of a 1992 Peterbilt truck, VIN #D315551GL for $26,000 from Dan Eoff Heavy Equipment Contractor for Precinct #2. All approved. Motion carried.

Commissioners Johnson and Gillette made the motion and second to approve the appointment of the following members of the Comanche County Historical Commission for the term of January 1, 2019-January 1, 2021. Fain McDaniel, Eddie Cox, Wes Redden, Tommy Patterson, Missy Jones, Margaret Waring, Sarah Awbrey, Margaret Dudley, Cliff Conway, Lee White, Hoppy Eubanks, Tommy Alford, Jon Awbrey, John Mack Weaver, Garry Steele, Curtis Lesley, Sharla Cheatham, Joe Allen, Hadley Scott, Rose Taylor, Linda Frank, Anna Thompson, Jerry Shugart, Richard Pinkard, Ray Trosper, Rita Trosper and Christine Perkins. All approved. Motion carried.

Commissioners Johnson and Sides made the motion and second to authorize Judge Elect Davis and Tricia Grimshaw as representatives for FEMA to be effective January 1, 2019. All approved. Motion carried.

Judge Arthur requested permission to retain his Nokia Flip phone purchased by the County that he has had since going into office. The County will not be responsible for continued service after December 31, 2018. Joey Boswell, County Auditor stated the phone has little value and recommends Judge Arthur’s request be granted.

Commissioners Johnson and Underwood made the motion and second to approve Judge Arthur’s request to retain the Nokia Flip phone after December 31, 2018. All approved. Motion carried.

Ray Helberg, Emergency Management Coordinator recommended the burn ban remain in effect although the county has received rainfall the fuel is still there to create dangerous fires. The burn ban will remain in effect.

Tricia Grimshaw reported Quarterly Reports for FEMA are due. The Appeal for County Road 198 has been approved by FEMA.

Sheriff Lambert reported the new lights have been installed at the jail and the installation of new locks is not yet complete.

Commissioners Underwood and Gillette made the motion and second to approve Officer’s Reports as submitted. All approved. Motion carried.

There being no further business to come before the Court, Court was adjourned this the 26th day of December, 2018.
